I think I read that one too (it came out several years ago, right?), and if I remember correctly, it doesn't really get into your deeper question either. In general, I seem to remember there wasn't a whole lot new in it in terms of the ideas, though more about specifics.
I agree with you about how he didn't give a good way (and there well may not be one) of distinguishing between useful and not-useful fear.
